Here is the full text of the President’s speech…

As you are all aware, some weeks ago, the National Assembly passed the 2019 Appropriation Bill which I will be signing into law today.

I would like to take this opportunity to thank the leadership of the National Assembly and indeed all the Distinguished and Honourable Members for all the hard they put in to get us here.

You will all recall that in December 2018, I presented our 2019 budget proposal with the theme “Budget of Continuity”. Our goal was to use this budget to move the economy further on the path of inclusive, diversified and sustainable growth.

Back then, I proposed a total expenditure of N8.83 trillion to the National Assembly for appropriation targeting strategic and impactful projects and initiatives.

However, the 2019 Budget I will be signing into law today provides for aggregate expenditures of N8.92 trillion. This is an increase of N90.33 billion over our submission.

This increase reflects changes introduced by the National Assembly. In some areas, expenses we proposed were reduced while in other areas they were increased. There were also certain areas where new additions were introduced into the budget. More details of the approved budget will be provided by the Honourable Minister of Budget and National Planning.

Of course, some of these changes will adversely impact our programs making it difficult for us to achieve the objectives of the Economic Recovery and Growth Plan (ERGP).

Although I will be signing this bill, it is my intention to continue to engage the National Assembly to ensure we deliver on our promises. I will therefore be engaging with the leadership of the ninth National Assembly, as soon as they emerge, to address some of our concerns with this Budget.

We will also look at how to improve the budget process so that, amongst other things, we can up budget consideration processes and return the country to the January to December fiscal year timetable.

I wish to acknowledge the efforts of the Minister of Budget and National Planning, Minister of Finance, Budget Office of the Federation, and everyone who collaborated and worked painstakingly to produce the 2019 Appropriation Bill I am signing today.

May God continue to bless the Federal Republic of .

Atiku vs Buhari: Dino Melaye provides evidence of INEC server [VIDEO] Dino Melaye

The lawmaker representing Kogi West Senatorial District at the National Assembly, Senator Dino Melaye, has provided video evidence against the claim by the Independent National Electoral Commission, INEC, that it has no server.

INEC had denied having any server.

The electoral body said it has no sever where results of the February 23 election were uploaded.

INEC’s position was made known at the ongoing Presidential Election Petitions Tribunal in Abuja challenging the outcome of the election.

This was following Alhaji Atiku Abubakar and his party, the Peoples Democratic Party, PDP, request for the court to order INEC to allow them access to the said server.

In a tweet on Sunday morning, Melaye uploaded a video showing how the election results were transmitted through the Card Reader to the said server.

Posting the video, the lawmaker, who has declared interest to run in the Kogi State governorship election, wrote, “When they claim they don’t have a server show them this.”

Malam Garba Shehu, the Senior Special Assistant to the on Media and Publicity, made this position known in a statement in Abuja on Saturday.

Shehu disclosed that the EU observers were invited to the country by the Independent National Electoral Commission (INEC), and welcomed by the government of President Muhammadu .

He stated that this action was a clear indication of the administration’s good intentions, commitment to a pure democratic process and desire to improve on the next elections.

The statement read: “The administration of President Buhari will with all Nigerian citizens, state institutions, parties, civil society, the media and other experts to make sure that the improvements recommended by the EU are implemented, and that these areas of concern are addressed.

”It is noteworthy that INEC is in receipt of a number of recommendations that form a part of the EU report.

”The Presidency assures that the Commission is in safe hands and happy that they are currently engaged in root and branch reviews of the 2019 general elections and will input lessons learned into its recommendations for electoral and constitutional reforms.

”We believe that the commission conducted a good election and will continue to improve on its processes and procedures,” he said.

While expressing regret that the elections in a few parts of the country witnessed some violence among other shortcomings highlighted by the EU, Shehu stated, however, that none of these hitches affected the overall outcome of the elections.
